Google Ad Manager Setup & Optimization

AdSense Alone Is Costing You 20–50% of Potential Revenue

Independent advisor · Fixed fee · No revenue share · You keep account access

Google Ad Manager setup is the configuration of a professional ad server, done for publishers so multiple demand sources compete for every impression instead of AdSense alone. We migrate your setup, configure Open Bidding, fix consent signals, and hand back full control. Fixed price. No revenue share. Your account stays yours.

RPM uplift ranges reflect typical outcomes across publisher migrations we have run since 2015; actual results depend on your niche, traffic geography and starting configuration, and are never guaranteed (internal client data, 2015–2026). The 40–70% figure is the CPM gap Google reports for non-personalised versus personalised ads to EU visitors.

Where publishers lose revenue in their ad stack

These are the most common revenue leaks we find in publisher ad setups. If even one feels familiar — our audit will show you exactly what to fix.

🇪🇺
EU publishers lose 40–70% ad revenue without TCF v2.3 consent
Without a properly configured Consent Management Platform (CMP) aligned with GDPR/TCF 2.3, most EU visitors trigger non-personalised ads, at CPM rates 40–70% lower. In Google Ad Manager, broken consent signals cascade across all demand sources, not just AdSense. We also check that your CMP and Google Consent Mode v2 configuration do not contradict each other, so measurement and ad-personalisation signals stay consistent.
🏗️
GAM setup is complex — misconfiguration kills revenue
Google Ad Manager has hundreds of settings. Wrong inventory hierarchy, incorrect ad unit keys, or a broken AdSense link can silently suppress fill rates and CPMs without surfacing in the default reports — so most publishers never see the leak.
📉
AdSense alone caps your CPM
AdSense only accesses one demand source. GAM with Open Bidding connects AdSense with multiple SSPs bidding in real time. Publishers above 100K PV/month typically see 20–50% RPM uplift after migration.
🔀
AdSense and GAM running in conflict
Many publishers accidentally run AdSense tags and GAM simultaneously without proper passback setup, causing duplicate auctions, policy violations, and lost impressions.
🏷️
No price floor strategy — leaving CPM on the table
Without floor prices, programmatic buyers can win impressions far below their maximum bid. A well-tuned floor strategy can add 15–30% to effective CPM without reducing fill rate.
📊
Blind to performance — no meaningful reporting
GAM's default reports are difficult to interpret. Without a custom dashboard, you can't tell which ad sizes, placements and demand sources actually carry the revenue — and what to optimise next.

Process

How we work

01

Account & Site Audit

We audit your current monetisation stack: AdSense, any existing GAM setup, ad placements, consent configuration, and demand sources.

02

Report & Migration Plan

You receive a prioritised report with every finding ranked by revenue impact. We outline the GAM architecture recommended for your traffic and content type.

03

Implementation

We configure GAM, connect demand sources, set up consent signals, update ads.txt & sellers.json. Your account stays under your full control at all times.

04

Handoff & Support

Full documentation of all changes. Video walkthrough. You own the account — we hand back complete control with everything explained.

What an AdSense-to-GAM migration actually involves

Migration is the part most publishers worry about. Here is exactly how we move you from AdSense to a full Google Ad Manager stack without turning anything off blind.

Step 1

Audit tags, plan passbacks

We audit your existing AdSense tags and plan passback logic so you never run duplicate auctions during the cutover. What is live today stays live until the new stack is proven.

Step 2

Generate and inject GPT tags

Google Publisher Tags are generated and injected the way your CMS handles it: a WordPress plugin, a Webflow embed, or a clean dev handoff spec if your team ships the code.

Step 3

Run in parallel, then switch

We run Google Ad Manager alongside your current setup for a testing window before the full switchover. Short-term fluctuation is normal during any migration, and no specific revenue level is promised.

Handoff

Run Google Ad Manager in-house afterwards

The setup ends with you in control, not tied to us. Every engagement closes the same way.

  • Every network setting we change is documented, so your team can maintain the stack without us.
  • Handoff includes a live video walkthrough of your reports, line items and yield groups.
  • No retainer requirement: clients can and do operate Google Ad Manager themselves once the setup is handed over.

Is this service right for you?

This service is for you if:

  • You have 100K+ pageviews/month and want to maximise ad revenue
  • You're on AdSense only and suspect you're leaving money on the table
  • You want to run multiple demand sources in one place
  • Your GAM account exists but was never properly configured
  • You want direct deal capability alongside programmatic
  • Your EU traffic consent setup is broken or missing

This service is NOT for you if:

  • You're just starting with ads — start with AdSense Setup instead
  • You need a revenue-share managed network (Ezoic, Mediavine)
  • You need a full monetization strategy (try Publisher Monetization first)
  • Your site has content that violates Google ad policies

Service Selection Guide

Not sure which service is right?

Our three monetization services solve different problems. Here's how to choose.

We do not resell AdX access, and why that protects you

Google AdX requires an MCM partnership. Resellers typically take a revenue share and hold partial control of your account in exchange for access. That trade rarely favours the publisher.

We configure Google Ad Manager plus Open Bidding with demand sources that stay entirely under your ownership. If AdX genuinely fits your traffic, we advise you on choosing an MCM partner without tying you to anyone. We earn nothing from that referral, so the recommendation is yours to make on the numbers.

Access during setup is limited to one or two named specialists. We are a Google Partner working since 2015, EU-registered in Tallinn, with no offshore handoffs. The specialist who audits your network is the same person on your walkthrough call.

Independent advisor (us)

  • One-time fixed fee, published on this page
  • Your GAM and AdSense accounts stay fully yours
  • Demand sources you own, no revenue share
  • Access revoked in one click after handoff

Typical MCM reseller

  • Ongoing revenue share on your ad income
  • Partial account control tied to their MCM
  • AdX access bundled with their platform
  • Leaving often means re-tagging the whole site

Factual comparison of two engagement models. Reseller terms vary by provider.

The core difference: our engagement is a one-time fee of €199 to €750 with no traffic minimum and no revenue share, while managed networks charge a percentage of your ad income and most enforce a page-view or session gate before they will work with you.

What does this look like in practice?

A publisher came to us running AdSense only, with a Google Ad Manager network a previous contractor had half-built and then abandoned. Consent was firing inconsistently across EU visitors, ads.txt listed sellers that no longer applied, and nobody on the team could say who still held admin rights.

We started with the Health Check: recovered admin access, cleaned up the inherited network, and mapped which settings were actually suppressing fill. From there we connected AdSense as a demand source, configured Open Bidding, and rebuilt the consent signal so it stayed consistent between the CMP and Consent Mode v2. Google Ad Manager ran in parallel with the old setup through a testing window before we switched over, so nothing went dark during the move.

After handoff their own team maintained the stack using the documentation and the recorded walkthrough. Fill and effective CPM recovered over the following weeks as the new demand sources warmed up.

Anonymized example of our process, not a promise of results.

Frequently Asked Questions

What is Google Ad Manager and how is it different from AdSense?
Google AdSense is a self-serve ad network — easy to set up, single demand source. Google Ad Manager (GAM) is a professional ad server that lets you manage multiple demand sources simultaneously: AdSense, direct deals, and programmatic buyers via Open Bidding or Header Bidding. GAM typically increases RPM by 20–50% for publishers with 100K+ PV/month because you're running a competitive real-time auction across multiple buyers instead of relying on AdSense alone.
Is this different from your AdSense Setup service?
Yes, by object and by readiness. Our AdSense Setup service configures, fixes or optimises a single AdSense account and is the right first step if you are early in monetization. Ad Manager Setup is for publishers ready to move beyond AdSense to a professional ad server running multiple demand sources at once. Many publishers start on AdSense and migrate to Google Ad Manager later. If you only want to know which product to choose, our AdSense vs Ad Manager decision guide compares them side by side.
What is included in the GAM Health Check for €199?
The audit covers: full GAM account structure review (network settings, ad units, inventory), Header Bidding / Open Bidding configuration check, AdSense + GAM integration verification, GDPR/TCF 2.3 consent signal audit, ads.txt & sellers.json review, and a prioritised PDF report + video walkthrough delivered in 3 business days.
My site has 50,000 PV/month. Is GAM worth setting up?
It depends on your niche and audience geography. For EU publishers with GDPR consent issues, fixing TCF 2.3 alone (available without GAM) can recover 40–70% of lost revenue. For Open Bidding and Header Bidding to deliver meaningful uplift, 100K+ PV/month is typically the threshold. Our GAM Health Check (€199) will tell you definitively whether migration makes sense for your specific case.
Do you need access to my GAM account?
For the audit we need read-only access to your GAM network and Google Analytics. For the Setup package, we need temporary editor-level access to implement changes. Your account remains under your full ownership and control at all times. We act as your independent advisor — not your account manager.
What is sellers.json and is it required for GAM?
sellers.json is a file hosted at your domain root that lets advertisers verify they're buying from legitimate publishers. Without it, some programmatic buyers won't bid on your inventory, reducing CPM. It's critical for GAM setups using Open Bidding, where multiple SSPs need to verify your legitimacy. We include sellers.json setup in all packages.
How does GDPR/TCF 2.3 consent affect GAM revenue?
In GAM with Open Bidding, broken consent signals affect every demand source, not just AdSense. EU/UK/EEA visitors without proper consent see non-personalised ads across all SSPs, with CPMs 40–70% below personalised rates. For most European publishers, fixing TCF 2.3 is the single change with the largest revenue impact — we configure and verify the CMP in the Setup package.
What is Header Bidding and do I need it?
Header Bidding (e.g. Prebid.js) runs a pre-auction in the browser before your ad server makes a decision, allowing more SSPs to compete for impressions. Open Bidding (GAM's server-side equivalent) is simpler to implement. For most publishers under 500K PV/month, Open Bidding via GAM delivers most of the uplift with far less technical complexity. We recommend the right approach for your traffic level in our audit.
I use WordPress / Wix / Webflow. Can GAM be set up on my platform?
GAM implementation varies by CMS. WordPress has plugins (GAM for WordPress, Ad Inserter) that handle tag injection cleanly. Wix and Squarespace have limited custom code injection, which can constrain Header Bidding but allows standard GAM tags. Webflow gives full control. We're familiar with all major platforms and adapt our implementation approach accordingly.
What is the difference between AdSense Setup and Ad Manager Setup services?
Our AdSense Setup service is for publishers who want to configure, fix, or optimise a standard AdSense account. Our Ad Manager Setup is for publishers ready to move beyond AdSense to a professional ad server with multiple demand sources. If you're not sure which is right for you, our Publisher Monetization service starts with a strategy audit to recommend the correct path.
What is the refund guarantee?
For the GAM Health Check (€199): if we don't identify at least 3 specific, actionable revenue improvements in your setup — we refund in full, no questions asked. In practice, we have never issued this refund — every GAM account we audit has at minimum 3 fixable revenue leaks.
Can GAM be set up for a site that is currently suspended from AdSense?
If your AdSense account is suspended, you cannot use GAM with AdSense as a connected demand source — the suspension applies across Google's ad systems. You would need to resolve the AdSense suspension first (which we can help with via our AdSense Setup service) before a GAM migration makes sense. We'll be honest about this during the audit.
Does GAM work for multilingual or multi-language sites?
Yes. GAM handles multilingual sites natively. Ad units can be targeted by language, geography, or custom key-values. For EU publishers with Polish, Ukrainian, Russian or English content, we configure targeting rules to match the right demand sources to the right content segments — which can improve CPM significantly compared to untargeted delivery.
Can I see a sample GAM audit report before paying?
Yes. We send a redacted PDF sample from a past Ad Manager setup/audit engagement (publisher name removed, revenue figures blurred) so you can evaluate the depth of our ad unit, line item and yield analysis before committing. The full report includes a prioritized fix list your dev team or our specialists can execute.
What is NOT included in the GAM Setup service, and do I have to keep you for ongoing management?
We do not build creative assets, sell direct inventory on your behalf, or guarantee specific CPM/RPM — the market sets those. We also don't replace your CMP or build a site from scratch. Ongoing monthly yield management is a separate retainer, not part of one-time Setup. There is no obligation: many Setup clients run GAM in-house afterwards using the documentation and training we hand off.
How do you handle access to GAM, AdSense and GDPR compliance?
We request admin access only to the specific GAM network and AdSense account for the duration of setup — never passwords. Access is limited to 1–2 specialists and you downgrade or revoke it in one click after handoff. We are EU-registered (CyberLab.Team OÜ, Estonia) and operate under GDPR; a DPA is available on request. Your revenue and audience data are never reused.
Do you provide access to Google AdX?
No, and that is deliberate. Google AdX requires an MCM partnership, and resellers typically take a revenue share and partial control of your account in exchange for access. We set up Google Ad Manager plus Open Bidding with demand sources that stay under your ownership. If your traffic genuinely justifies AdX, we advise you on choosing an MCM partner without locking you to anyone, and we earn nothing from that referral.
Will my revenue drop during the AdSense-to-GAM migration?
We plan the migration to avoid the two things that usually cause a drop: duplicate auctions and a blind cutover. We audit your existing tags, plan passbacks so AdSense and GAM never bid against each other, and run Google Ad Manager in parallel with your current setup through a testing window before switching over fully. Short-term fluctuation during any migration is normal, and no specific revenue level is guaranteed.
Our GAM network was set up by a previous agency or ex-employee. Can you untangle it?
Yes. Recovering admin access, cleaning up rights on an inherited network and documenting what is actually configured is a common GAM Health Check scenario. We map who holds control, remove settings that suppress fill, and hand you back a network your own team can read and maintain.
What is Google Consent Mode v2 and do I need it in addition to TCF 2.3?
They govern different things. TCF 2.3 carries ad-personalisation consent signals to your demand partners; Google Consent Mode v2 governs how Google tags and measurement behave based on the consent state. They work alongside each other rather than replacing one another. We verify that your CMP, TCF 2.3 signals and Consent Mode v2 configuration do not contradict each other. For the exact technical scope of what each covers, follow Google's current documentation, which is the authoritative reference.
