What does this look like in practice?
A publisher came to us running AdSense only, with a Google Ad Manager network a previous contractor had half-built and then abandoned. Consent was firing inconsistently across EU visitors, ads.txt listed sellers that no longer applied, and nobody on the team could say who still held admin rights.
